ill was born and raised in Manti, UT. He graduated from Manti High School and followed his education by attending Snow College, and finished
his undergraduate work at Utah State University. Bill has also completed some post-graduate work through the University of Utah. Bill
had the opportunity to work throughout the United States from one coast to the other doing everything from construction and logging to the working in the sewing
industry producing parachutes and related aerial delivery equipment as well as women's sportswear. Bill has now been employed by Manti City for approximately
20 years and is currently the City Administrator.
Bill joined the Rural Water team in February of 2001. He was elected RWAU Board Secretary in February of 2005 at the
Rural Water Annual Conference and also currently serves as the Chairman of the Finance Committee. Bill believes that water in all areas
(delivery, acquisition, quality, etc) will be one of the most pressing items faced by communities and service districts in the years to come.
He feels that the Rural Water Association of Utah must play an important role in
presenting a reasonable, effective, broad based political presence and the necessary technical assistance to benefit all of its members. Bill's willingness
to be involved and do his part to make a difference will undoubtedly take a giant step toward achieving Rural Water Association of Utah's goal.
