Requires Counties to adopt an ordinance to protect a source of drinking water.

HB 42 Water Right Application for Electrical Cooperative
Allows the State Engineer to approve an extension of water right application beyond 50 years for a wholesale electrical cooperative to put the right to beneficial use.

HB 51 S2 Water Right Forfeiture Protection
Changes the nonuse period from 5 to 7 years; clarifies the forfeiture procedure; allows a person that owns stock in a water company to file a nonuse application and protects a water right from forfeiture if a public water supplier holds the water for reasonable future needs of the public, the water is used under a fallowing program, the water is stored in an aquifer and/or another water source is available for the beneficial use; and establishes how the reasonable future needs of the public are to be determined.

HB 117 Instream Flow to Protect Trout Habitat
Authorizes a fishing group to file a change application for a fixed period not exceeding ten years for an instream flow to protect or restore habitat for native trout.

HB 137 State Facility Water Conservation Program
Creates the State Facility Water Conservation Program to encourage water conservation at state facilities; directs the Division of Water Resources to improve water conservation by developing guidelines and procedures, providing information and assistance to state agencies, analyze water use by state agencies and submit a report; assists the Division of Facilities Construction and Management in establishing guidelines to improve water conservation in new state facilities and provides a non-lapsing appropriation of $500,000 from the General Fund to the Division of water Resources.

SB 228 Regulation of Wells
Authorizes the State Engineer to commence enforcement against a person that fails to file a well drillers report or drills a well without a license. Authorizes the State Engineer to make rules to establish enforcement procedures for failure to meet construction standards, set a fine amount and establish well driller report requirements. Authorizes the State Engineer to retain money from a fine for inspection, enforcement and education.
