General Purpose

The Public Works Director performs a wide variety of complex technical, administrative and managerial duties involving organizing, planning, controlling, and directing all phases of the municipal public works operations, including:

  • Street maintenance and snow removal
  • Parks and Trails maintenance and construction
  • Culinary water system maintenance and improvements
  • Waste water collection system maintenance and improvements
  • Solid waste collection
  • Municipal building and equipment maintenance

The Public Works Director works under the direction of the Town Manager

The Public Works Director supervises all employees involved in Public Works capacities.

Work Environment

The essential functions of this position require a variety of physical activities, which include climbing, stooping, lifting and other activities involving muscular strain in a variety of extreme climate conditions.

Administrative Functions

The Public Works Director is responsible to:

  • Inform, appraise, present, defend a explain public works issues, positions, proposals, and decisions.
  • Provide technical recommendations related to public works policies.
  • Implement programs, policies, strategies, and other activities.
  • Supervise the department personnel, hires, fires and training of staff. Oversees public works personnel performing maintenance, repair and construction duties.
  • Serve as a liaison between public works personnel and the Town Manager.

The Public Works Director shall attend staff meetings, Town Council meetings if required, and meetings with builders and sub-dividers or individuals to inform and coordinate public works services. The Public Works Director shall:

  • Determine work priorities, develop guidelines and deadlines, and supervise staff.
  • Provide quality assurance by reviewing work in progress.
  • Monitor and direct consultant and contract services.
  • Perform critical incident and emergency decision making regarding public works.
  • Develop, organize and facilitate comprehensive capital improvement plans.
  • Develop and negotiate public works budget and monitor all expenditures.
  • Develop and monitor safety programs and practices.
  • Hear public complaints; provides solutions to public complaints. 
Streets & Snow Removal
The Public Works Director shall be responsible for:
  • Maintenance and improvements of streets, sidewalks, curbs, gutters, right-of-ways, drainage facilities, traffic control devices, lighting, and all other aspects of public streets.
  • Snow removal functions must be completed in accordance with the Snow Removal Policy and general safety requirements.
  • Implementing a program for improvements and maintenance. Regular inspection of all streets must be completed and problems corrected in a timely manner. 
Water & Wastewater
The Public Works Director shall:
  • Maintain, inspect, and improve the water and wastewater systems in compliance with all State and Federal requirements.
  • Maintain meter readings, reports, and all compliance requirements for water rights.
  • Plan, organize, and direct all construction of new facilities.
  • Coordinate bid processing and bid awards for construction or maintenance of facilities.
  • Monitor contracted projects and conduct site inspections of underground specifications, codes, and standards.
  • Assure overall quality utility installations. 
Trails & Parks
The Public Works Director shall:
  • Maintain, inspect, and improve as necessary all trails and parks.
  • Direct the safety inspections of public parks.
  • Coordinate all construction of improvements.
Municipal Building and Equipment Maintenance
The Public Works Director shall be responsible for:
  • Maintenance of all municipal buildings, municipal equipment, and municipal vehicles.
  • Maintain routine maintenance logs.
  • Providing for safe and efficient operation of all buildings and equipment. 
Solid Waste Removal
The Public Works Director shall be responsible for:
  • Collection and disposal of all garbage and rubbish in Town.
  • Maintenance of all sanitation equipment including dumpsters.
  • Implementation and maintenance of a recycling program.
  • Implementation and maintenance of a construction trash removal policy.
Minimum Qualifications

Education and Experience:

Graduation from college with a bachelor’s degree in engineering or a related field and five to seven (5-7) years of experience in public works or construction, at least three (3) years of which must have been in a supervisory capacity. Additional years of experience may be substituted for education.

Knowledge, Skills, and Abilities:

  • Exhibits strong leadership, management, and supervisory capacity
  • Integrates strategic thinking with practical operational application
  • Comfortable operating under the leadership of a Town Manager and Town Council who must occasionally, by necessity, value political considerations higher than operational considerations
  • Demonstrates consistent accountability and requires the same from the entire department
  • Legal knowledge associated with public works projects, construction and maintenance, including basic understanding of water rights and environmental quality regulations
  • Methods, principles and practices of sewer collection, culinary water delivery, road construction and maintenance, including equipment and materials used in construction and maintenance operations
  • Current codes, standards, safety practices and principles involved in public works.
  • Operate personal computer and various software applications.
  • Establish and maintain effective working relationships with employees, other departments, all agencies, and the public.
  • Excellent written and verbal communication
  • Sense of humor

Special Qualifications:

  • Must possess a valid driver license, “Class A” CDL preferred.
  • Must obtain a certified Water System Operator, Level 1 within 6 months of date of hire.
  • Must obtain a current Waste Water Collection Certification within 6 months of date of hire.
  • Prefer knowledge of GIS.
  • Must be able to lift up to 75 pounds.
