aul was born in Terrel, Texas and raised in Longview, Texas. He came from a large family, 5 brothers and 6 sisters. His father was a plumbing contractor, as a result Paul and all of his brothers always had a summer job growing-up. This also was the push for him and his brothers all to become Journeyman and Master Licensed Plumbers. Paul met and married Tina, a Tremonton girl. After getting married, Tina convinced Paul that Utah (specifically Tremonton) should be their new home they moved back from Texas in the spring of 1987. He took a job as a water/wastewater operator for Tremonton City. He worked for Tremonton City until taking a job at RWAU in February 1991. He filled many positions for RWAU including State Circuit Rider, RD Circuit Rider and the Management Technician position. In December 2000, Paul left RWAU to take the Public Works Director position for Tremonton City. Paul and Tina currently live in Tremonton where they have raised 5 children, 4 boys and a girl. In his spare time, Paul enjoys hunting, fishing and other outdoor activities.

Paul joined the RWAU Board of Directors in February of 2003 and is serving as the Private Water Systems Chair and the Legislative Chair. Paul enjoys teaching water and wastewater subjects for the RWAU and other water/wastewater organizations.
