Title: Bookkeeper/Payroll/Human Resources
Effective: 4/7/2023
Under the direction of the Agency Manager performs specialized bookkeeping, accounting and billing processes. Performs a variety of clerical and customer service duties. Performs bi-weekly payroll. Maintains employee personnel files including: insurance coverage, disciplinary files and payroll information.
Typical Duties (Duties are illustrative and not inclusive. Individual assignments may vary.)
- Maintains General Ledgers for three Local Districts and the Agency, including Payroll, Accounts Receivable and Accounts Payable
- Maintains Payroll records and Impact Fee Ledger
- Maintain confidential employee records
- Assist with enrolments and educate staff on changes to wages and other employee benefits
- Invests revenue and tax monies, subject to final approval from Agency Manager and Boards.
- Executes financial research and planning to help the Agency and Districts continually receive the best return on investments
- Performs monthly reconciliation of all checking and investment accounts
- Assists the Agency Manager in preparing and amending budgets as needed.
- Assists the Agency Manager and Boards with the annual budget and tax rate process
- Ensures timely delivery of budgets and audits to appropriate agencies upon approval
- Works closely with the independent auditors during the audit preparation process and as needed throughout the year
- Prepares and records liens for past due accounts and maintains lien records
- Can aid in project funding, working with engineers, contractors and funding agencies to monitor the project budget, pay requests and change orders
- Maintains water rights records
- Performs duties of Billing Clerk in their absence including entering bills, printing/mailing checks and payroll
- Assist in Agency inventory and expense tracking
- Other duties as required.
Working Conditions:
The Bookkeeper generally works in a safe, climate controlled environment. Tasks may occasionally entail muscular strain, including walking, standing, stooping, sitting, reaching and lifting. Talking, hearing and seeing are essential to performing job requirements. Common eye, hand and finger dexterity is required for most essential functions.
Knowledge and Skills:
Knowledge of the procedures, equipment, and materials required for effective office operation. Ability to communicate effectively both verbally and in writing. Working knowledge of QuickBooks and Microsoft Office Suite of products. Ability to follow written and oral instructions. Physical ability to perform required work assignments. Ability to follow established protocols and programs. Maintain effective working relationships with other employees and interact with the public in a polite and professional manner. Must exhibit a high level of discretion and confidentiality concerning employee personnel records. Knowledge of Governmental accounting practices is preferred. Able to attend training where applicable to stay current with duties and practices in all aspects of the job.
Education and Experience:
- High School diploma or equivalent plus two (2) years of specialized course work in bookkeeping OR an equivalent combination of education and experience
- Must obtain a Utah Notary license within thirty (30) days of hire
- Must be bondable.
