Park City Municipal Corporation | Water Distribution Operator Grade IV

Performs highly skilled work in the installation, operation, maintenance, and repair of a complex distribution system including 16 pump stations, 19 storage tanks, 130 miles of pipe, numerous flumes, weirs, and head gates, 5500 meters and service lines, 1000 fire hydrants, 1500 valves, and other appurtenances.

Abides by the industry best standards by utilizing American Water Works Association (AWWA) standards, operation and maintenance manuals, and SOPs.

Assists in implementation, operation, and maintenance of advanced Smart Control Systems: supervisory control and data acquisition(SCADA), GIS-centric computerized Maintenance Management Software (CMMS) and radio networks.

Participates in monitoring and operating the system on a 24-7-365 basis; responds to emergencies. Must have master-level system knowledge to be able to make independent operational decisions in order to be part of the on-call rotation.

Performs and oversees new construction and/or maintenance activities such as: new installations, taps, disinfection, pressure test, and the connection of water mains and appurtenances; operates and maintains pump stations, clean and adjust pressure valves, shutdowns, system repairs, flush and clean existing water mains, and conduct water pressure tests. 

Installs new equipment such as pressure transducers, communication lines, pressure controls and other upgrades to the water system.

Provides direction and training to a small crew on a project or relief basis; installs, maintains, repairs and replaces utility systems, including mains and services; installs meter boxes, vaults and residential and commercial meters. 

Utilizes knowledge, skills and abilities to troubleshoot, adjust, calibrate, operate and maintain various pieces of electrical equipment - including: valves, pumps and machinery, heaters, motors, meters, computers, programmable logic controllers (PLCs), and monitoring devices (transducers, pressure switches, motor & power monitoring equipment etc.).

Locates, marks, and records the location of hydrants, gate valves, water mains, water services, and any other water infrastructure. 

Abides by all City and departmental safety policies and procedures. Participates in safety training and ensures adherence to safe practices in day to day activities including trenching, confined space entry, arc flash, traffic control, machinery operation, and other potentially dangerous activities.

Creates, updates, and closes work orders and/or inspections in CMMS to track leaks, work orders, inspections, customer service work orders and other completed work.

Helps Water Quality investigate taste, odor, and discoloration complaints throughout the water distribution system. 

Performs unidirectional water line flushing.

Writes incident reports for events where private property may have been damaged. Occasionally meets with management, city attorneys, and a third party actuary to discuss in depth the events and the legal responsibility of the events or the associated damage.

Troubleshoots, repairs, and upgrades telemetry system.

Performs other duties as assigned or directed. 

·      Proficient knowledge of Park City’s water standard plans and specifications. 

·    Establish and maintain effective working relationships with employees, other Departments, and the public.

·       Understand and follow oral and written instructions.

·       Read drawings and blue prints.

·       Analyze and diagnose water system problems.

·       Troubleshoot basic electrical problems including power failures, solar power systems, high voltage supplies, and programmable logic controllers.

·       Work independently or as a member of a crew. 

·       Work and compromise with difficult water consumers. 

·       Communicate effectively both verbally and in writing. 

·       Knowledge of methods, materials, and equipment necessary for construction, maintenance, and repair work

·       Ability to use a computer, smartphone, tablet computer, spreadsheets, mapping software and email.

·       The knowledge of hazards and safety practices common to construction, maintenance, and repair activities

·       The knowledge of plumbing and pipefitting, control valves, pumps, and other water distribution assets.

·       The operation of a backhoe, mini track hoe, dump truck, snowmobile, ATV, and front-end loader

• Basic knowledge and understanding of EPA and Utah Division of Drinking Water Standards.
• Basic knowledge of industry best practices in taking and delivering water and soils samples and implementing proper chain of custody procedures.

·       The ability to act effectively in emergency and stressful situations.

• While performing the duties of this job, the employee is frequently required to sit, stand, walk, run, talk and hear. 
• The employee is occasionally required to use hands to handle, feel or operate objects, controls, and/or tools.
• Must be able to reach with hands and arms, balance, stoop, kneel, crouch or crawl, and smell.  Ability to climb and pull own weight in and out of  vaults, confined spaces, and equipment
• The employee must frequently lift and/or more up to 50 pounds, and occasionally lift and/or move more than 100 pounds.    
• Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

• The employee frequently works near moving mechanical parts; in high, precarious places, and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, and toxic or caustic chemicals. Exposure to situations where personal protective gear is required, such as face shields, safety glasses, gloves, hearing protection, wet gear, rubber steel toed boots, etc.

• Work is performed primarily in outdoor settings, in all weather conditions including extreme temperatures, and includes day, swing and night shifts. There is limited work in office and vehicles.
• Periodic exposure to stressful situations.
• May require small amounts of travel to and from meetings, trainings and conferences.
• The noise level in the work environment is usually moderate to loud.
• Occasional non-traditional working hours which may include evening, holidays, and weekends.
• Occasional on-call working hours including holidays, evenings and weekends.
