The City of Pleasant View, Utah is seeking a Public Works Inspector to provide support to the Public Works Department. This is an exciting opportunity to secure the use and future of public infrastructure. Under general supervision of the Public Works Director, this position performs technical duties in applying construction codes to ensure public safety and health.

Full Job Description

Performs duties related to inspecting the installation and modification of public works projects and service systems relative to applicable civil engineering standards. Conducts site inspections on construction projects to assure conformity and compliance with established city standards and policies pertaining to public works improvements, along with the standards and guidelines outlined in Utah law. Performs duties related to the construction, installation, maintenance, and repair of City utility service systems, water transmission and distribution systems. Conducts inspections related to Public Works Utilities and SWPPP. Participates in Pre-Construction meetings to verify plans meet city standards. Monitors all subdivisions from start through conditional and final approvals, including tracking escrow and other financial security releases.

  • Inspects of residential and commercial infrastructure development and construction improvements. 
  • EPA stormwater management and enforcement. 
  • Operates automotive, computer and other equipment relative to job responsibilities. 
  • Ensures that proper safety devices and equipment are used in the work areas. 
  • Inspecting work performed by the crews to ensure quality, accuracy, and prescribed
    adequacy. 
  • Prepares and maintains daily and monthly activity reports as required. 
  • Working to encourage and improve department operations, decrease liabilities, and
    improve service. 
  • Compiles statistical information; checks computations, structure layouts and grades,
    disseminates and prepares incoming and outgoing correspondence; assures consistency between specifications and actual construction; prepares reports, maintains daily work long and diary; processes special documents affecting bond releases, etc.
  • Enforces Pleasant View specific standards, specifications and applicable codes,
    ordinances, and regulations. 
  • Inspects new building developments for performance, safety, and code compliance.
    Works with builders to ensure compliance to code and standards and corrections as
    needed. 
  • Conducts routine inspections of a variety of public works projects related to general
    improvements to public rights-of-way. Approves continuance of work progress or issues "stop work" notices based upon compliance to standards and projects specifications; performs final walk-through inspections with developers and contractors. 
  • Reviews plans and specifications to gain familiarity with construction projects and be proactive in determining problem areas. 
  • Attends and participates in pre-construction meetings to coordinate chain-of-command, representing the City's needs and requirements to developers, contractors and engineers. Represents the City's interest in projects. 
  • Reviews the work of developers and contractors to enforce Pleasant View City Standards and American Public Works Association (APWA) Standards. Discusses any problems that may arise during and after construction of development. 
  • Under direction, grants final acceptance of contractor's work, based on inspection history and a final walk through, demonstrating clearance of all items on the "punch list" of noncompliant items. 
  • Discusses construction problems with contractors; evaluates scope of problem and helps find alternative course(s) of action. 
  • Monitors work performed in public rights-of-way by private contractors and utility companies to assure pedestrian and vehicle safety; ensures quality standards are achieved. 
  • Monitors uniform testing procedures to qualify performance and product quality. 
  • Participates in Emergency On-Call rotations and snow removal. • 
  • Other relative duties as assigned. 
Qualifications
  • Required Education And Experience:
    • High school diploma/GED and two (2) years of experience in a comparable position at another city and/or in the private sector.

  • Special Requirements:
    • Possess a Regional Stormwater Inspector (RSI) certification or acquire within one year of hire date.

    • Possess a valid Utah Commercial Driver’s License (CDL) or acquire within one year of hire date. 

  • Required Knowledge and Skills:
    • Intermediate knowledge of law, mathematics, finance, budgeting, personnel management, and public administration and or the use of complicated drawings, specifications, charts, tables, handbooks formulas; all varieties of precision measuring instruments. Equivalent to complete accredited apprenticeship in a recognized trade, craft, or occupation.

    • The materials, methods, equipment, and techniques commonly used in each task. 

    • The hazards of such work and the safety precautions necessary to minimize them. 

    • Considerable knowledge of the materials, methods, practices and equipment of
      public works field operations. 

    • Extensive knowledge of civil engineering testing methods, principles, practices, and
      procedures common to Public Works projects. 

    • Local infrastructure including the location and source of major utilities, rights of way, public property, and public buildings. 

    • Understanding of standards and codes. 

    • Knowledge of technical and practical design of public works systems. 

    • Conducts mapping on ARC view or comparable software. 

    • Skilled in the art of diplomacy and cooperative problem solving. 

    • Some skills in administration and office procedures. 

    • Ability to manage time effectively. 

    • Ability to work in all types of weather for a prolonged period. 

    • Ability to establish and maintain effective working relationships with the public,
      contractor, other employees, and elected officials. 

    • Ability to analyze problems, identify alternative solutions, project consequences of
      proposed actions, and recommend solutions. 

    • Ability to communicate clearly and concisely, both orally and in writing. 

    • Ability to direct and supervise employees involved in simple infrastructure and
      maintenance programs. 

  • Working Conditions and Physical Demands:
    • Work environment includes climate controlled office, outdoor conditions including extreme temperatures (heat and cold), wet conditions, wind, snow, etc. 

    • Use of heavy equipment. 

    • Daily exposure to potentially hazardous conditions such as: working on high ladders
      and in manholes; moving parts and equipment such as pumps, motors, heavy
      equipment, etc. 

    • Must be able to climb 20 ft vertical ladders and lift heavy objects weighing more than 50 pounds.
