Performs a variety of entry level duties related to the construction, installation, maintenance and repair of city utility and public works service systems including streets, water transmission, wastewater collection, and pressurized irrigation.
Operates various types of heavy equipment, such as six or ten wheel transport trucks, backhoe, rollers, and trenching equipment; performs installation or repair service connections, water lines, and meters; repairs or replaces fire hydrants and plugged water meters; repairs water mains; thaws frozen lines; cleans and maintains storage tanks; connects and disconnects service; searches out shut off valves repairs water line leaks; assists in placement of pipe and water regulators; removes, disassembles, cleans, or replaces defective parts of regulators; adjusts pilot valves to assure efficient water line service.
Installs new water lines using pipe threader, tapping machine, welder, pipe cutting saw, pipe, and cable locator old water lines; tears out and repairs curb, gutter, and street in locating and uncovering broken lines; builds meter boxes, builds extensions to raise or lower existing boxes.
Operates a variety of hand tools and small power equipment, such as jack hammers, roller, compressors, packing machine, tamper, tapping machine; cleans tools and equipment to assure proper working order.
Assists in water sampling for analysis; monitors chlorine levels; tests water using DPD tester to assure proper chlorine residual levels; reads water flow meter, chlorine pound per day gauge; calculates chlorine dosage and makes proper adjustments.
Performs sewer collection system installation, maintenance, and repairs; operates a variety of hand or power equipment, including tapping machine, jack hammer, compactor; installs new sewer mains; taps mains to make service connections; repairs leaks in sewer system(s); maintains and cleans city sewer collection system main lines; inspects manholes and sewer lines to detect leaks or malfunctions; bolts leakproof collars to mains to stop leaks; seals joints with cementing compound; opens clogged sewer lines using various pipe cleaning equipment. Monitors sewer line flow; stimulates rate of flow by operating sewer truck to inject high pressure water.
Receives project assignments and completion schedules; takes assigned equipment, materials and manpower to site and completes the project; operates specialized heavy equipment such as single & tandem axle dump trucks, road graders, front-end loaders, backhoe, bucket trucks, snow plow, sanders and other similar equipment in the construction, maintenance and repair of various street department projects and sites; performs cement work on flat surfaces, curbs, and gutter; grouts surfaces and joints; participates in work zone safety procedures; flags on-coming vehicles to protect the public and workers; sets up warning signs and signalization equipment.
Transports and deposits various construction materials such as sand, salt, gravel, dirt, bitumen; performs hot mix patching, storm drain cleaning, repair and construction, snow and ice control, gravel street maintenance, cold mix patching, debris collection; participates in work site safety procedures; sets up barricades, safety signs, and signal equipment; checks and services assigned equipment; performs routine maintenance and emergency repairs; reports mechanical problems to the shop for repair.
Performs routine maintenance functions to ensure safe and efficient vehicle and equipment operations; follows general preventative maintenance schedules related to fluid levels, air pressures, electrical functions, hydraulics. May occasionally read water meters for customers billing; sets blue stake markers; other duties as assigned.
- Formal Education/Knowledge
- Graduation from high school, plus sufficient training to demonstrate an aptitude and ability to perform above and related duties;
- AND Six (6) months of general work experience preferably in a field related to above duties;
- OR An equivalent combination of education and experience.
- Knowledge, Skills, and Abilities
- Some working knowledge of operating basic manual and power tools; the standard practices, methods, materials and tools necessary for pipe construction and repair activities; pipe fitting procedures, pipe classifications and type; the occupational hazards and safety precautions of trench work construction and pipeline maintenance work; hazards common to heavy equipment operation; drain system construction methods.
- Ability to operate heavy equipment of various kinds under varying conditions; make minor repairs on assigned vehicles; perform heavy physical labor; work from blueprints; tolerate weather extremes in the work environment; perform basic mathematical computations in reading and using various meters, gauges, and related devices; develop and maintain effective working relationships with internal customers, supervisors, co-workers, and the public. communicate effectively, both verbally and in writing.
- Certifications and Other Requirements
- Must obtain a valid commercial driver’s license, Class “A” and tanker endorsement within 180 days from date of hire.
- Must be able to lift 50-75 pounds on a continual basis and occasionally lift/carry more than 100 pounds.
- Must be willing to work “on-call” and 24 hours standby and be able to respond to City calls within 30 minutes of a call.
- Required to become certified in areas such as trenching, confined space and entry, flagging, water, and sewer.
While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee frequently works in precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to risk of electric shock. The noise level in the work environment is usually loud.
Tasks require a variety of physical activities periodically involving muscular strain related to walking, standing, stooping, sitting, pulling and reaching, crouching/kneeling, balancing, and bending/twisting. Essential functions require talking, hearing, and seeing. Mental application utilizes memory for details, emotional stability, discriminating thinking, and creative problem solving. Common eye, hand, finger dexterity required to perform essential functions. Daily local travel required in normal course of job performance. Ongoing exposure to changing weather conditions.
