Pretreatment Coordinator

Eagle Mountain City is seeking a Pretreatment Coordinator to administer, implement, and enforce the City’s Industrial Pretreatment Program. The position helps protect the wastewater collection system, treatment facilities, personnel, and receiving waters while ensuring compliance with federal, state, and local pretreatment regulations.

Working under the general supervision of the Wastewater Manager, the Pretreatment Coordinator oversees regulatory compliance involving categorical industrial users, industrial users, significant industrial users, non-permitted programs, and fats, oils, and grease contributors. The position also supports wastewater regulatory reporting and long-term planning associated with community growth. The position exercises no supervision.

• Develop, administer, and maintain the Industrial Pretreatment Program in compliance with applicable federal, state, and local regulations
• Develop and update policies, procedures, and enforcement response plans
• Maintain an inventory of industrial users and FOG generators
• Assist with development of local limits and strategic planning for program expansion
• Identify, classify, and permit industrial users, including significant and categorical industrial users
• Oversee restaurants and other facilities requiring fats, oils, and grease control
• Draft, issue, and renew discharge permits and establish monitoring requirements
• Conduct inspections of industrial and food service facilities
• Review compliance documentation, monitoring reports, and FOG maintenance records
• Coordinate and conduct sampling and compliance monitoring activities
• Interpret laboratory results, determine compliance status, track violations, and prepare regulatory reports
• Issue notices of violation and administrative orders and coordinate enforcement actions
• Investigate illicit discharges and participate in emergency response involving spills or slug discharges
• Assist in developing and managing a comprehensive FOG control program
• Inspect grease interceptors and provide outreach and education to businesses
• Review new development plans for pretreatment and FOG requirements
• Coordinate with building and engineering staff regarding capacity, high-strength waste, and special discharge conditions
• Provide compliance updates and assist with reports for department leadership
• Represent the City during inspections, audits, and public meetings as assigned

• Bachelor’s degree in environmental science, chemistry, engineering, biology, or a related field
• Three to five years of experience in industrial pretreatment, wastewater compliance, or environmental regulation
• An equivalent combination of education and experience may be considered
• Working knowledge of industrial pretreatment regulations, including 40 CFR Part 403
• Knowledge of wastewater treatment processes, sampling procedures, laboratory analysis, local limits development, FOG control practices, and environmental enforcement procedures
• Skill in regulatory interpretation and implementation, technical report writing, conflict resolution, enforcement documentation, data management, and recordkeeping
• Strong public and professional communication skills
• Ability to work independently with minimal supervision and exercise sound regulatory judgment
• Ability to prioritize work in a fast-growing environment and build effective working relationships
• Ability to follow established communication and reporting protocols

• Valid Utah driver’s license required
• Pretreatment Coordinator certification preferred
• Wastewater Treatment IV and Collection II Operator certifications

Work includes both office and field environments. Duties may involve exposure to wastewater treatment facilities, industrial sites, and food establishments. Tasks may require lifting sampling equipment, entering industrial locations, and working near treatment processes.
