Rule Overview

What is the Lead and Copper Rule?

EPA first published the Lead and Copper Rule in 1991 to control lead and copper in drinking water. The rule requires public water systems to monitor drinking water at customer taps and take additional action when action levels are exceeded. The rule has been revised over time, including the Lead and Copper Rule Revisions and the Lead and Copper Rule Improvements.

Tap Sampling

Water systems monitor drinking water at customer taps. If more than 10% of customer tap samples exceed action levels, additional corrosion control and public education steps may be required.

Service Line Inventory

Systems must identify service line materials and maintain inventories as part of ongoing compliance and replacement planning.

Inventory Updates

Community and non-transient non-community water systems must continue updating service line inventories. Utah DDW lists a Nov. 1, 2027 baseline inventory deadline.

Replacement Planning

Systems with lead, galvanized requiring replacement, or unknown service lines must submit a replacement plan by Nov. 1, 2027. Utah DDW lists Nov. 1, 2037 as the replacement completion deadline for lead and galvanized requiring replacement service lines under the system’s control.

Public Notice & CCR

Customer communication is a central part of Lead and Copper compliance, including public education, customer notices, and Consumer Confidence Report language.
