Water Conservation & Backflow Technician

Eagle Mountain City is seeking a Water Conservation & Backflow Technician to develop and administer water conservation and backflow prevention programs. This position helps protect drinking water, supports resource sustainability, ensures compliance with state and local regulations, and provides technical guidance, public outreach, and regulatory implementation.

Working under the general supervision of the Water Manager, the Water Conservation & Backflow Technician develops and manages programs related to cross-connection control, backflow prevention, water conservation, regulatory compliance, public education, and long-term water resource planning. The position exercises no supervision.

• Develop and administer a citywide backflow prevention program
• Ensure compliance with Utah drinking water protection and cross-connection control requirements
• Establish procedures for inspection, testing, certification, tracking, and enforcement
• Maintain program records for assemblies, testing results, compliance status, and corrective actions
• Coordinate with certified testers, property owners, contractors, developers, engineers, inspectors, and utility staff
• Investigate cross-connection risks and respond to contamination threats or system failures
• Perform hazard assessments and recommend policy and operational improvements
• Review commercial and industrial development plans for backflow prevention and water conservation compliance
• Evaluate and expand the City’s Water Conservation Plan
• Develop conservation initiatives, public education programs, incentive strategies, irrigation efficiency efforts, and water-use reduction initiatives
• Analyze water consumption data to identify conservation opportunities and support long-term resource planning
• Assist with drought mitigation and response planning
• Lead community outreach efforts promoting water conservation and backflow safety
• Prepare technical reports and presentations for City Council, boards, commissions, and public meetings
• Prepare required internal and state compliance reports
• Track program performance and assist with development and monitoring of program budgets
• Support long-term water resource management and planning efforts

• Associate or bachelor’s degree in Environmental Science, Water Resources, Public Administration, Engineering Technology, or a related field preferred
• Minimum of 3–5 years of experience in water utility operations, cross-connection control, conservation program management, or regulatory compliance
• An equivalent combination of education and experience may be considered
• Working knowledge of water conservation planning frameworks and state guidance
• Knowledge of cross-connection control, backflow prevention principles, drinking water protection regulations, and utility compliance requirements
• Ability to interpret engineering plans, technical drawings, and regulatory codes
• Strong analytical, data management, program development, organizational, and problem-solving skills
• Excellent written and verbal communication skills
• Demonstrated public speaking and presentation ability
• Ability to independently manage complex programs and engage with a variety of stakeholders
• Experience presenting to public governing bodies or conducting community outreach is highly desirable

• Valid driver’s license required
• Backflow Prevention Assembly Tester certification and/or Certified Cross Connection Control Program Administrator certification may be required, or the ability to obtain within one year
• Water conservation certification, such as Certified Water Conservation Professional (CWCP), preferred
• Additional water distribution, environmental compliance, or utility certifications are advantageous

• Work includes both office and field environments
• Frequent interaction with contractors, developers, regulatory agencies, City leadership, and the public
• Attendance at City Council meetings, town halls, and community outreach events is required
• A flexible work schedule may include evenings, early mornings, or occasional weekend hours based on operational or public engagement needs
• Must be able to respond to urgent cross-connection or water system protection concerns when necessary
• Must be able to walk, stand, climb, bend, and perform field inspections
• Must be able to lift up to 50 pounds
• Field activities may involve exposure to outdoor environmental conditions
