This is an exempt position and “at-will” position working under the direction of the City Manager. The Director is responsible for overseeing the operation, management, and strategic planning of all city-owned utility systems, road infrastructure, facilities, parks, cemetery, equipment, and public spaces. Prepares and manages the department budget, makes recommendations on expenditures, approves purchases, and prioritizes projects to align with the city’s long-term goals. Responsible to direct the day-to-day operations of the Public Works Department and ensure compliance with all safety regulations and applicable policies and procedures. Oversees and approves employee hiring, performance evaluations, personnel training, and other personnel matters. Represents the Public Works Department to other departments, elected officials, and outside agencies. Interprets and explains policies, procedures, rules, and regulations. Serves as a member of the City’s Management Team, assisting with the development and implementation of city-wide goals, objectives, standards, policies and procedures.
- Responsible for planning, organizing, supervising, and directing the operations and maintenance of the Public Works Department to best utilize personnel, equipment, and financial resources, including project management, utility services, infrastructure, and city programs and events.
- Works in coordination with the City Engineer on the planning, management, and delivery of capital improvement projects.
- Serves as a member of the City’s Management Team, assisting with the development and implementation of city-wide goals, objectives, standards, policies and procedures.
- Prepares, recommends, and administers the department's annual budgets.
- Develops and implements comprehensive fleet management policies and oversees the acquisition, maintenance, and replacement of department vehicles and equipment.
- Oversees the planning, maintenance, and improvement of city parks and trails, keeping them well maintained to best meet community needs and facilitate quality city programs and events.
- Oversees department purchasing procedures and processes for equipment, supplies, and services in accordance with the purchasing policies and established practices of the city.
- Plans, organizes, directs, and implements department safety programs and risk management processes as needed to comply with federal, state, and city safety standards, and to protect the health, safety, and welfare of city employees and the public.
- Provides leadership to the department and works with staff to develop and retain highly competent employees through management practices which support city mission and values.
- Assists the public with complaints and issues relating to the Public Works Department operations.
- Responds to emergency situations and evaluate, determine, and direct the correct course of action and remain onsite as needed.
- Uphold a positive image when interacting with the public in conversation and appearance, and be able to respond to and resolve potentially difficult and sensitive citizen inquiries and complaints.
- Remain informed as to relevant best practices and technology in assigned area of responsibility, and implement or update as appropriate to strive for continued improvement.
- Daily operation of various tools, machines, equipment, and systems.
- Crossed trained to work in all areas of Public Works, including but not limited to water, sewer, streets, buildings, parks, equipment, etc. to include maintenance and repair of those systems.
- Serves a key role in the planning, organizing, coordinating, and implementing of the City’s 4th of July Celebration, including event setup and takedown
- Required to be present, engaged, and accessible throughout the July 4th celebration event to ensure the event runs smoothly and efficiently, and serve as a main point of contact for all logistical and emergency needs.
- Responsible for managing all snow plowing operations, including plowing as needed.
- Responsible to perform special projects as assigned by the City Manager
- Other duties as assigned.
- Education and Experience:
- Graduation from an accredited four-year college or university with bachelor’s degree; AND
- Five (5) or more years of responsible experience related to above duties; i. OR an equivalent combination of education and experience AND
- Two (2) years or more supervisory experience.
- Certifications:
- Water Distribution Operator IV Certification
- Wastewater Operator IV Certification
- Cross-Connection Certification
- Backflow Certification
- Valid Commercial Driver’s License (CDL), Class B
- Completed NIMS & ICS Training (or able to complete within six months)
- Knowledge, Skills, and Abilities:
- Working knowledge in operation, service, and maintenance of public works utility systems, structures, facilities, equipment, parks, and other public properties; knowledge in principles of budget preparation and expenditure control; knowledge of requirements of municipal infrastructure facilities and systems as they apply to OSHA, EPA guidelines, etc.; proficient in the operation of heavy to light construction and maintenance equipment, trucks, snowplows, etc., and a variety of hand and small power tools; working knowledge of hazards and safety precautions associated with general construction, utility line operation and maintenance, equipment and vehicle operation, etc.; working knowledge of modern office procedures, methods, technology, and equipment; and working knowledge of principles and practices of project development and administration.
- Skill and Ability to oversee the management and supervision of the Public Works Department responsibilities and projects; ability to supervise, direct, coordinate, train, evaluate, and mentor department employees; ability to develop, recommend, and implement department goals, objectives, policies, and procedures; skill and ability to analyze problems, identify solutions, and implement appropriate action; ability to evaluate and analyze budgetary needs; ability to work cooperatively with city management, staff, city council, and external groups; ability to perform strenuous manual labor; ability to add, subtracts, divide and multiply basic formulas and quantities; skill and ability to create and maintain a good working relationship with fellow employees, supervisors, and the public, including in response to complaints; ability to communicate effectively, both verbally and in writing; display strong teamwork orientation and display good common sense and understanding to carry out detailed but uninvolved written or oral instructions and communications.
- Bachelor’s Degree in Construction Management, Engineering, Public Administration, or related field
- Utility Management Certification

- Ability to obtain other as required
Incumbent of the position is expected to work outside and inside exposed to temperature changes and extremes of heat and cold, and be subjected to high levels of noise, vibration, fumes, odors, dust and smoke. Work involves regular exposure to substantial hazards (high discharge pumps, paint sprayers and 5-gallon paint cans.) Must have the ability to perform strenuous manual labor. Consistently requires effort equivalent to that needed to lift 0 to 75 pounds. May be required to work long hours and holidays as needed. Talking, hearing and seeing essential to job performance or a reasonable accommodation for the same. Common eye, hand, finger dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Some stress associated with decision-making and issues affecting the operation, and delivery of various community programs and events. Frequent regional and regular local travel required in the normal course of job performance. Occasional exposure to changing weather extremes while working outdoors.
