Shannon Rasmussen

Shannon Rasmussen serves as Deputy Director and Chief Financial Officer of the Rural Water Association of Utah. With more than 20 years of experience in association management and organizational leadership, she brings extensive expertise in finance, operations, logistics, event planning, human resources, and strategic planning.

Shannon earned a Bachelor’s degree in Public Relations from Brigham Young University in 2001, a Master of Business Administration from Western Governors University in 2022, and recently completed a second bachelor’s degree in Accounting, also from WGU. She has been recognized nationally for her dedication to member service, receiving the Associate Programs Member Services Award of Excellence from the National Rural Water Association multiple times.

Throughout her career, Shannon has led successful initiatives in contract negotiation, conflict management, employee development, operational efficiency, accounting, HR, publication management, and specialized training development. Her commitment to excellence and innovation continues to strengthen the mission and impact of the Rural Water Association of Utah. Shannon lives in Harrisville, Utah, with her husband, two daughters, and two very poorly trained golden doodles.
