Job Summary

Under the direction of the General Manager:

  • The GIS specialist will be the administrator for all aspects of the GIS mapping system and GPS support for Secondary and Canal system operations. Majority of time will be spent on secondary water items, meters, water user portal databases, etc., but will support and work on canal-related GIS items too as well as digitizing and organizing Company documents/archives.
  • This role includes purchasing equipment and software, keeping all copies of the GIS mapping system updated for employees use and generating both digital and hard copy layers for State, City, Counties and Blue Stakes. Obtain and attach Easements, Deeds, Right of Ways, plan sets, and subdivision drawings into the GIS mapping system for reference.
  • Assist, when needed, in data collection or coordinate said data collection with field staff. Also, coordination with outside agencies on data, databases, base layers, etc.
  • Collaborate with staff and external GIS consultants on system structure, upgrades, and plan for long-term operational needs.
Typical Duties
  1. Primary contact and administrator for the GIS/GPS software as well as any other computer needs involving the Secondary and Canal systems along with West Layton Ditch and Kaysville Irrigation mapping.
  2. Responsible in the selection of new equipment, repair of existing equipment, software purchased, installation and maintenance for all GIS for the Secondary, West Layton Ditch, Kaysville Irrigation, and Canal systems.
  3. Generate both digital and hard copy layers from the GIS Mapping to supply to the State, City, Counties or any other Company or engineering company that requires such data of the DWCCC infrastructure.
  4. Maintain GIS maps, layers, databases, web applications, etc. Provide GIS technical support for staff.
  5. Provide Blue Stakes of Utah maps/data for blue staking purposes. Keep said data current, providing periodic updates based on new developments or system expansion.
  6. Obtain digital copies of as-built project plans, easements, rights-of-way documents/deeds that pertain to DWCCC’s infrastructure. As these digital forms are obtained, attach to the GIS map as a reference and as a backup of the hard copy data.
  7. Perform geoprocessing and geospatial analysis.
  8. Maintain hard copy files of data in an orderly manner for reference as part of Company archive.
  9. Maintain a current understanding of new technology in the GIS field by attending workshops and meetings, when approved by General Manager.
  10. Represent the Company in a positive manner and be a team player.
  11. May need to assist in answering phones and inputting work orders during peak time periods (spring/summer).
  12. Performs other duties as assigned by General Manager.
Minimum Qualifications
  1. Education and Experience
    1. Bachelor of Science degree from an accredited college or university in Geographic Information Systems.
    2. Have 5 years of working experience with the following software:
      1. ESRI Suite (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise)
      2. Microsoft Office Suite, especially Excel and Access
      3. Understand Access Database and have knowledge of developing programs in it.
      4. Knowledge of programming is beneficial.
  2. Necessary Knowledge, skills and abilities
    1. Understanding computers and networks.
    2. Knowledge of GPS unit data collection and ability to collect said data.
    3. Create, organize, and manage geographical data.
    4. Knowledge of U.S. Public Land Survey System (PLSS). (Section, Township, Range)
    5. Knowledge of units of measurements and mapping coordinates.
    6. Ability to work independently and collaboratively within a team.
    7. Ability to communicate clearly both verbally and in writing.
    8. Ability to learn new software and innovations.
    9. Valid driver’s license with good record.
