Under the general direction of the General Manager, oversee and manage infrastructure projects, project budgets and schedules, and coordinates with field staff. Also review subdivisions and canal crossings, assist in all phases of water administration and tracking. Assist General Manager with company work, contracts, documentation, fee schedules, canal long-term plan, and secondary water capital facilities plans.
- Plans, directs and supervises the administration of infrastructure projects working with consultant engineers and contractors, assuring the successful completion of these projects by doing construction observation, managing budgets, schedules, and pay applications. Review plans and coordinate with utility companies or third-party entities.
- Advises the General Manager of future maintenance needs on the canal and secondary systems and SCADA/telemetry system in coordination with Canal and Secondary Water Supervisors. Provide estimates and recommendations on priorities and timing to assist in the preparation of Company budget. Assist in securing funding for projects.
- Assist in tracking water deliveries and meters for both the canal and secondary water systems along with water use reports and meeting state reporting requirements.
- Review new development plans for the secondary water system and the West Layton Ditch. Also review canal crossings and third-party projects that may impact the Company facilities, as well as water right changes/exchanges.
- Assist General Manager in resolving rights-of-way issues, working with surveyors and counties to ensure parcels are established and Company rights are protected. Coordinate with engineers/surveyors on records of surveys, quit claim deeds, etc.
- Work with staff to ensure reservoirs are maintained and meet BOR and state dam safety standards/requirements. Attend annual dam inspections. Ensure standard operating procedures (SOPs) and emergency action plans (EAPs) are followed and kept current.
- Represents the General Manager/Company at meetings by assignment, involving various aspects of water management, projects, and operations and maintenance.
- Perform related duties as assigned by General Manager.
- Education and Experience:
- Graduation from high school, and from an accredited four-year college or university with a bachelor’s degree in civil engineering bachelor’s degree
- AND
- Five (5) years of professional engineering experience related to water management and project management.
- Certifications and/or Licensures:
- Active licensed Professional Engineer in Utah in good standing.
- Possess a valid Utah Driver’s License with a good record.
- Necessary Knowledge, Skills and Abilities:
- Knowledge: Knowledge of basic understanding of math, engineering, construction and business practices; principles and practices of water law/rights. Must have reasonable ability to review legal documents and contracts, engineering drawings/specifications, and construction contracts. Use of computers, word processing, spreadsheets, and computer-based mapping (GIS).
- Skills: Skill in administering, planning and directing various company administrative functions as well as work collaboratively in a team environment.
- Abilities: Ability to analyze a variety of administrative problems and provide recommendations for their solution; able to read maps, construction plans, and reports; ability to communicate effectively, verbally and in writing; ability to establish and maintain effective working relationships with General Manager, Board of Directors, stockholders, other employees, contractors, and the general public.
- Physical Demands/Abilities:
- Required to sit, talk, hear, and touch items, including standing, walking, driving, stooping, kneeling, crawling in and outside of the office to fulfill construction observation or field investigations. Also have clear vision to drive, read, and able to judge distance. Have good hand-eye coordination and be able to distinguish colors.
- Be able to have balance and safely climb ladders, hike over rough terrain, work safely in infrastructure (pipes, box culverts, structures).
- Must be able to lift weight or exert force regularly up to 25 pounds and occasionally 26-50 pounds, and rarely 51-100 pounds.
- Able work in an office, meeting or conference room environment, outdoor weather conditions in mountainous area year-round in all manner of extreme conditions. Able to work by mechanical equipment and work in hazardous traffic or construction conditions. May have noise levels from quiet to very loud.
