Unified Water Infrastructure Plan (UWIP): Public Meetings

The Unified Water Infrastructure Plan (UWIP) is a statewide effort led by the Water Development Coordinating Council to plan, fund, and secure the future of Utah’s water infrastructure. UWIP will reshape how state-funded water projects are prioritized—public input is welcome and encouraged.  

What the Meetings Will Cover
  • UWIP background and why the plan is needed.  
  • Draft prioritization process and how projects will be scored and sequenced.  
  • How to submit official comments on the proposed rules.  

Prioritization Process (3 Phases)
  1. Phase 1 — Submit & Pre-Score: Entities seeking state funding submit projects to a central database. Projects receive a provisional score and are categorized to the relevant agency.  
  2. Phase 2 — Agency Review: The Divisions of Drinking Water, Water Quality, and Water Resources gather additional information and may adjust scoring.  
  3. Phase 3 — Funding Gap & Legislative Request: The Water Development Coordinating Council identifies cross-agency funding gaps and submits requests to the Legislature.

The Water Development Coordinating Council will hold four public meetings statewide in October to gather perspectives on the UWIP prioritization process.
