Full Job Description

Under the general direction of the Assistant Public Works Director, serves as the Superintendent of the City's Water Reclamation Facility, sewer pump stations, and facility employees. Responsible for record keeping and budgeting for the Water Reclamation Facility.

Duties:

  • Oversee the day-to-day operations and maintenance of the Water Reclamation Facility and the City's sewer pump stations.
  • Oversee the green waste and composting operations and ensure compliance with all local, state, and federal environmental laws, regulations, and permits.
  • Monitor and optimize wastewater treatment processes to meet effluent quality standards, and identify opportunities for process improvements and cost savings initiatives.
  • Oversee design, construction, maintenance of facility, servicing requirements of plant machinery and equipment, and implement preventive maintenance programs for facility equipment and infrastructure.
  • Develop and implement emergency response plans to address operational disruptions or environmental incidents.
  • Foster a culture of safety, professionalism, and teamwork among facility staff.
  • Develop and implement division goals, objectives, work plans, reports, policies and procedures, and requisition personnel, material, equipment, and tools for proper plant operations.
  • Supervise and ensure proper facility staffing, including operators, technicians, and administrative personnel, to comply with the operating permit requirements.
  • Conduct performance evaluations and provide ongoing training and professional development opportunities for staff members.
  • Supervise facility operations including primary, secondary, treatment processes, activated sludge systems, equipment maintenance, and laboratory procedures.
  • Prepare and submit regulatory reports and documentation as required by governing agencies.
  • Coordinate with regulatory agencies during inspections, audits, and permitting processes.
  • Serve as a liaison between the Water Reclamation Facility and the local community, government agencies, and other stakeholders.
  • Develop annual operating budgets, identify needs, and advocate for capital improvement plans for the Water
  • Reclamation Plant and associated facilities, as appropriate and necessary.
  • Monitor expenditures and manage resources effectively to ensure cost-efficient operations.
  • Maintain up-to-date knowledge of relevant environmental regulations and industry best practices.
  • All other duties as assigned.
Qualifications
  • High school diploma or equivalent.
  • Minimum of eight (8) years of work-related experience in a Water Treatment Facility or similar, with a minimum of three (3) years in a supervisory or leadership position.
  • Bachelor's Degree from an accredited college or university with major course work in Environmental Science, Civil Engineering, or a related field is preferred. A Master's Degree is a plus. Both may be substituted for experience.
  • Additional years of related work experience may be substituted for education.

KNOWLEDGE, SKILLS, and ABILITIES

  • Possession and maintenance of a Wastewater Treatment Plant Operator's Grade 4 certification from the Utah Department of Environmental Quality (UDEQ) is required within twelve (12) months of hire date.
  • UDEQ certifications in both wastewater and water functions are preferred; additional technical training and certifications may be required.
  • Possession and maintenance of a Utah driver's license with a satisfactory driving record.
  • Ability to work occasional irregular hours and after-hours work as part of the normal job duties, including 24/7 availability for response to emergencies.

Must be capable of moving over varied terrain, frequently climbing ladders, stooping, and bending, and lifting up to 50 lbs. Must be able to work in all weather conditions and around heavy equipment. Must be willing and able to accept exposure to odors and hazardous conditions associated with wastewater. Must be able to maintain sustained posture for prolonged periods of time; distinguish among various colors and/or symbols; and able to read both printed materials and a computer screen.
